They have to stop the fights after clean hits. Its going to hurt fighting in the NHL in the long run and give ammo to the anti fight clans out there.

That is about as close to a clipping as you can get. IMO it was a clip and not a clean hit. Ballard's hands are on the ice when he hits Malkin.
